Dr. Neubauer's work on the design of buildings to control environment gained him numerous awards and recognition. He developed a device, called the Solaranger, to study and demonstrate the effects of roof overhangs, window placements, and landscape plantings at different latitudes and seasons of the year on heating and cooling load. He studied the response of roof surfaces to solar radiation and the effects of the thermal mass of building materials such as adobe bricks, rammed-earth blocks, and concrete. In 1981, the Sixth National Passive Solar Conference presented Neubauer its Award of Distinction to honor the influence of his early and innovative devotion to the arts and sciences of passive solar applications. His emphasis on simple, practical, and economical methods of passive solar heating and cooling were recognized. Neubauer's advocacy, expertise and enthusiasm were instrumental in the preparation and passage of the Energy Conservation Building Code by the City of Davis, California. First Lady Rosalin Carter presented Neubauer with a special Energy Award to acknowledge his role in developing this code, the first climatically adapted building code in the country. Neubauer's concern for energy conservation in building design was matched by his interest in efficient use of economical building materials. His studies of adobe, rammed earth, and sawdust concrete are examples of efforts to use materials at hand. Studies of thin wooden beams, lightweight wooden arches, particle board studs, and long tapered wooden columns typify his search for reliable structural elements that could be fabricated on the site by farm laborers.
